Orrville City Schools Announces District Mental Health and Wellness Team
Orrville City Schools is proud to announce the addition of a dedicated Mental Health and Wellness Team to support the well-being of our students. This team will collaborate closely with school administration, guidance counselors, and school staff to coordinate comprehensive mental health services, ensuring students have access to both in-school and external therapy and support providers throughout Wayne County. Additionally, the team will lead district-wide crisis response initiatives, facilitate connections to community resources for material relief for students and families, and ensure all communications with parents and guardians comply with Ohio law. David Hargrave , LPC, LSW, CGCS, CTP Mental Health Therapist Liaison
Orrville City Schools is thrilled to welcome David Hargrave (LPC), as our new Mental Health Liaison. With an extensive background in clinical mental health counseling, social work, ministry and a passion for supporting students, David brings a wealth of expertise to our district.
For the past five years, David has served as a Bereavement Counseling Professional at Ohio’s Hospice LifeCare in Wooster, OH, providing compassionate support to individuals navigating grief and loss. He also works part-time as a Clinical Mental Health Counselor at Hope Behavioral Health (2024–present) and has held significant roles, including Program Supervisor/Clinical Therapist at The Village Network (2017–2019), Executive Director at Ohuddle Inc. (2015–2017), and Case Manager at Red Oak Behavioral Health (2014–2017). Earlier in his career, David worked at Christian Children’s Home of Ohio (2002–2014) in various roles, including Teaching Parent and Director of Spiritual Development, and at Boys Town USA (1999–2001) as part of a Family Teaching Couple and Youth Care Worker. His service as an Airman in the United States Air Force Reserve (1994–2002) further underscores his commitment to community and leadership.
David specializes in Trauma-Informed Care Training, delivering programs for Orrville Police, Fire, and Perry Local Schools, and has extensive experience addressing mental health concerns such as ADHD, anger, anxiety, depression, emotional and physical abuse, grief/loss, health-related issues, identity, marriage and family dynamics, mood disorders, parenting, PTSD, sexual abuse, stress, and trauma. His holistic, strengths-based approach ensures tailored support for students, families, and staff.
He holds a Master of Arts in Clinical Mental Health Counseling from Ashland Theological Seminary and a Bachelor of Arts in Social Work from The University of Akron, certifications in Trauma (TLC Starr Global), Psychological First Aid (2025), and Grief and Trauma (Evergreen). As an ordained clergy member, he brings a unique perspective to his work.
A trusted community leader, David is actively engaged with Orrville City Schools, Wooster City Schools, Orrville Ministry Network, The United Way, and Wooster-area organizations. He has provided training for schools, organizations, staff, and law enforcement through NAMI and both the Orrville and Wooster Police Departments. His strong interpersonal skills and collaborative spirit make him an invaluable addition to our team. David has been married to his wife Krista for 29 years. They have 4 adult children including two Orrville alumni and a golden doodle. They recently moved to Wooster after living in Orrville for the last 20 years.

Sara Rios, Ed.S Orrville City Schools Psychologist
Orrville City Schools is excited to introduce Sara Rios (ED.S) as our new School Psychologist. With a strong background in school psychology, data-driven decision-making, and a human-centered approach, Sara brings a wealth of expertise to support our students’ academic and emotional growth.
Sara has extensive experience conducting 65-100 comprehensive student evaluations annually, collaborating with teams of educators, administrators, and parents to create holistic, tailored support plans. Her expertise in cognitive psychology helps enhance classroom environments by addressing attention, memory, and decision-making processes. Sara’s data-driven approach, honed as a School Psychologist and RTI Team Leader at Wooster City Schools (2019-2021), ensures effective interventions through iterative progress monitoring.
Beyond her psychological expertise, Sara has a knack for digital engagement, having contributed to social media strategies, video content creation, and website development for educational and community organizations. Her work includes designing user-friendly websites, such as a safe, informational site for a domestic violence shelter with an innovative ‘escape button’ feature during her time at Job & Family Services and Caritas House (2014-2016).
Sara holds a Bachelor of Arts in Psychology from Grove City College, a Master of Science in Education, and an Education Specialist degree from the University of Dayton, with a focus on psychological testing, psychometrics, and school psychology research. She also completed a UX/UI Certificate from The Ohio State University, enhancing her ability to create user-centered solutions. Finally, Sara and her husband of three years live in Wooster with their tuxedo cat!

Charbea Tetzel, M.Ed, Mental Health Support Case Worker
Orrville City Schools is delighted to welcome Charbea Tetzel as our new Mental Health Support Case Worker. With a distinguished background in educational administration, teaching, and community engagement, Charbea brings exceptional leadership, empathy, and expertise to support the mental health and well-being of our students.
Charbea holds a Master of Arts in Educational Policy & Leadership from The Ohio State University and a Bachelor of Arts in Elementary Education with a Sociology minor from Northern Illinois University. Her academic excellence is complemented by numerous accolades, including Academic All-American honors, NCAA Woman of the Year Nominee, and induction into the Chippewa High School Hall of Fame as a four-time All-Ohioan athlete.
With a proven track record in educational leadership, Charbea served as Director of South Aiken Presbyterian Kindergarten (2014-2015), where she managed operations, developed curricula, and fostered community partnerships. Her teaching experience spans roles as a K-2 Teacher at Norwayne Elementary School (2016-2024), Title I Reading Specialist at Hazel Harvey Elementary School (2015-2016), and K-1 Teacher at Etna Road Elementary School (2004-2008). She also served as a Reading Specialist for 6th and 7th grades at Huntley & Clinton Rosette Middle School (2001). Charbea’s coaching experience, including her role as Head Girl’s Basketball Coach at Chippewa and Norwayne Middle Schools (2021-2025), highlights her ability to inspire and connect with students.
Charbea’s areas of expertise include outstanding communication, administrative planning, and organizational development. Her ability to build strong relationships with students, parents, and staff, combined with her skills in program marketing and conflict resolution, makes her a vital asset. As a polished public speaker and collaborative leader, she is adept at implementing innovative programs and motivating teams to enhance student support systems.
Charbea and her husband, Mark, have been married 17 years. They enjoy Pickleball and relaxing at home. They have two children who attend Wadsworth High School and two Newfoundlands.

Brianna Hinkle, M.ABA, School Behavior Analyst
Orrville City Schools is delighted to announce Brianna Hinkle as our new full-time Behavior Specialist, a role she steps into after serving as a part-time Behavior Analyst across Orrville, Rittman, and Waynedale Schools for the past three years. Holding a Bachelor’s in Education from the University of Akron and a Master’s in Applied Behavior Analysis from Bowling Green State University, Brianna brings a robust academic foundation and over a decade of hands-on experience to our district. From 2013 to 2023, she served as a Multiple Disabilities Teacher at Orrville Elementary School, where she excelled in designing individualized education plans, implementing effective teaching strategies, and fostering strong partnerships with teachers, administration, and parents. Her expertise in conducting Functional Behavior Assessments, developing Behavior Intervention Plans, and delivering professional development training has already made a significant impact in our district.
In her new full-time role, Brianna will focus exclusively on Orrville City Schools, leading the development and implementation of student behavior plans, providing targeted training and support to our teaching staff on behavioral interventions, and utilizing her exceptional skills in crisis intervention, data collection, and communication to promote a positive and inclusive learning environment. Her leadership, empathy, and commitment to student success make her an invaluable addition to our Mental Health and Wellness Team, and we look forward to the continued impact she will have on our Red Rider community.
Brianna and her husband, Josh, have been married for 14 years and reside in Orrville. They have a son that attends Orrville Middle School and a daughter that attends Orrville Elementary. In addition to their children, Brianna and Josh and three dogs and one cat. Brianna finds enjoyment in reading, hiking and exercising.
